BANNING plastic shopping bags is not the answer to stop littering – it is cracking down on the anti-social behaviour that causes it, according to Jandakot MLA Joe Francis.

Mr Francis said that rather than banning shopping bags, the Government needed to have harsher penalties for those that littered.

“It’s not plastic bags that are the issue – it is the litterbugs who indiscriminately throw rubbish out of car windows. They are just too lazy to put it in the bin,” he said.

“They haven’t banned plastic bags in Singapore but you never see them or other rubbish on the street there.”

Mr Francis said he would ask the Government to increase penalties for littering in order to send a clear message – “if you want to be a part of society, start acting like it”.
